HUD created the Rental Assistance Demonstration (RAD) program to give public housing authorities (PHAs) a powerful tool to preserve and improve public housing properties. Specifically, properties funded under the Public Housing program will have the option to convert their assistance to a long-term project-based rental assistance contract under HUD’s Section 8 Multifamily program.
This course examines the occupancy-related compliance issues facing property owners and management agents converting properties under HUD’s RAD program. Participants will learn about compliance issues that will remain the same, as well as those that will change following RAD conversion. In particular, information is provided regarding applicant eligibility, Tenant Selection Plans, waiting lists, leasing requirements, recertifications, terminations, and use of the Enterprise Income Verification (EIV) system.
